Abstract: during the construction of welding resource database, we cooperated with Harbin Welding Technology Training Center to jointly develop the international welding technician training resource package. Harbin Welding technology training center participated in the course construction, resource selection and production of the training resource package, jointly developed the course outline and teaching plan, carried out the resource construction according to the training concept and standards of international welding technicians, and integrated the teaching content into the international welding standards
the construction of the national vocational education teaching resource database for welding technology and automation specialty was started in november2014. In july2015, the project was officially approved by the Ministry of education and the Ministry of finance. The project is presided over by Harbin vocational and technical college, Changzhou Engineering Vocational and technical college and Sichuan Engineering Vocational and technical college. The project participants include 6 undergraduate colleges, 3 secondary vocational colleges, 36 higher vocational colleges, 50 well-known enterprises and 5 industry associations, totaling 100 units. After nearly three years of construction, the welding resource bank project has achieved remarkable results and made outstanding contributions to the training of welding professionals under the background of educational informatization

Harbin Welding Technology Training Center has participated in the course construction and resource selection of the training resource package. Under extreme weather conditions, it has jointly developed the course outline and teaching plan. It has carried out resource construction in accordance with the training concepts and standards of vanadium rich oil shale welding technicians in Alberta, Canada and Queensland, Australia. The teaching content has been integrated into international welding standards. The training course takes the general basic theory course as the theme. For the student users who have completed the training course and obtained the training certificate of the resource base, they can directly participate in the main course study of the International Welding Technician (IWS) through the assessment of Harbin Welding Technology Training Center, and reduce the corresponding learning costs. After passing the IWS International Welding Technician Examination and obtaining the qualification certificate, students can obtain employment opportunities in the welding engineering systems of 37 countries such as the United States, Britain, Japan and Ukraine. This can maximize error free, fully reflect the characteristics of internationalization and engineering of welding technicians, and enhance the international influence of China's vocational education. At the same time, the member units of the resource pool construction project team support and encourage the teachers who use the welding resource pool to teach to obtain the qualification of International Welding Engineer (IWE), and train international welding technicians with the qualification of International Welding Engineer (IWE to meet the energy-saving needs of users to the greatest extent)
II. With the "going out" of vocational education, the welding resource bank has been applied and promoted internationally.
with the implementation of China's "going out" strategy, the welding resource bank has made active exploration in the output of welding professional teaching resources and vocational training standards. Harbin vocational and technical college, the leading unit for the construction of welding resource pool, Shaanxi Industrial Vocational and technical college and Jilin Electronic Information Vocational and technical college, the participating units of the resource pool, are among the first batch of "going global" project pilot units of the Ministry of education.
